Kevin
Horn is a water engineering consultant / project manager, with
an MSc in water resources engineering and more than 17 years of
professional experience in the UK and Eastern Europe.
Over
13 years of experience with Thames Water in the UK covered engineering,
operations, regulation and emergency management. He has managed
a large donor-funded project for an NGO, and as Regional Manager
for a firm of consultants was responsible for business development
as well as project management.
He
is experienced with all stages of the project cycle and procurement
according to international finance institutes' procedures, particularly
those of the EU. He has been involved in several tender evaluations
and is also experienced with FIDIC Conditions of Contract. Since
May 2001 he has been involved with institutional strengthening
of water utilities, initially in Albania and more recently in
Kosovo, managing a wide range of specialist inputs.
